• KISC became KIRM – IRP review continued

• Jim Nelson was appointed chair of KIRM

• Ultimately, the IRP process began to break down

Patton administration launches EMPOWER

• Idea was to promote E-Gov initiatives

• Continued the Statewide view of information systems

1997

• Office of State CIO created with rule-making authority to govern information systems

• Led to a Centralization of state IT development

• Enterprise Architecture Standards

2000

• Greg Hunter hired to analyze and overhaul the Electronic Records Program

• Empower was pushing more reliance on E-Gov systems

• Archives completely full – no more room. Idea was to find more ways to take electronic records over paper.
